Quality Migrant Admission Scheme (QMAS) 

Background 

The Quality Migrant Admission Scheme (QMAS) has been in operation since 2008 with the aim of attracting highly skilled or talents to settle in Hong Kong and enhance Hong Kong's economic competitiveness. Approved applicants are not required to obtain a job from a local employer before settling in Hong Kong. 

Applicants who meet both the prerequisites and the passing threshold (under the General Points Test) or one of the assessment criteria (under the Achievement-based Points Test) will be considered.

Eligibility criteria

  • The applicant must be aged 18 or above

  • Postgraduate degree or above; and the applicant must have  a good educational background, normally a first degree from a recognized university or tertiary educational institution. Under special circumstances, good technical qualifications, proven professional abilities, and/or experience and achievements supported by documentary evidence may be considered

  • Must have good written and spoken skills in Chinese or English

  • Applicants must be able to demonstrate that he/she is capable of supporting and accommodating himself/herself and his/her dependant(s), if any, on his/her own financial resources without relying on public assistance during his/her stay in Hong Kong

  • Applicants can apply for their spouse and dependent children under the age of 18 years

  • The scheme is not available to nationals of Afghanistan, Cuba and the Democratic People's Republic of Korea

  • Applicants must not have any criminal record or adverse immigration record in Hong Kong or elsewhere

 

Assessment method

1. General Points Test : There are six scoring categories, with a minimum passing score of 80 points and a full score of 245 points.

2. Achievement-based Points Test: If an applicant meets one of the following requirements, a full score of 245 points will be awarded, and those who do not meet the criteria will not receive points and their application will be rejected immediately. Recipients of outstanding achievement awards such as Olympic medals, Nobel Prizes, national/international awards); or demonstrate that their work has been recognized by their peers, or that they have made significant contributions to the development of their sector, such as being awarded a lifetime achievement award by the industry
